The bill has not yet been approved by the Security Council of Iran. Shadi Sadar, a human rights lawyer for the London-based group Justice of Iran, told The Guardian, "The bill is a form of legalizing sexual exploitation of children.

Marrying an adopted daughter is not a part of Iranian culture. Iran has many immoral things like other countries, but the bill is similar to abolishing crimes against children in Iran. If the father is having sex with his adopted daughter, it is rape. "

Speaking on the bill, Shiva Dolatabadi, the head of an organization fighting for child rights in Iran, said he feared it would increase the number of juvenile offenses. In such a situation, children say that they will not feel safe in their family.
